Waist a size too small

I order from the Kit because of their size inclusivity. I ordered a waist 18, but it came back feeling like a size 16. My actual waist size is a 17, but I am glad I ordered a size 18, only for it to feel like a 16. I still will order from The Kit but am concerned about pant sizes.
